B：明らかですね。
明らかですね is correct in terms of meaning, but it’s too blunt and may cause offence.
If you want to show that you can tell what someone thought based on the way they are dressed, you can say something like the following;
だろうね / でしょうね (rather formal)
そうみたいだね / そうみたいですね (rather formal)
そのようですね (rather formal and may seem a bit cold, depending on how it is said).
I also recommend ですね or だね. These are more indirect and allow you to respond to someone’s words without revealing your own feelings.
